List a store's earning rules and check your access token

Two endpoints that partners could already call are now in the reference:

• Retrieve Earning Rules: list the ways customers earn loyalty points in the store, such as making a purchase or completing a custom action. Filter with active=true or active=false. For a CustomAction rule, send its action_name to Record Loyalty Customer Action.
• Retrieve Token Info: see which store your access token is for and which scopes your app was granted.

Both return 403 for a store your app isn't installed on.
